Chine – Allemagne – Mer de Chine du Sud : Une frégate allemande annoncée en transit en août 2021

Le 2 mars 2021, les Allemands ont annoncé la campagne d’une frégate en Asie-Pacifique entre août et novembre. À l’issue de sa mission de participation au contrôle du respect des sanctions imposées à la Corée du Nord par les Nations unies, elle regagnera l’Allemagne en effectuant un transit par la mer de Chine du Sud pour marquer son soutien au respect de la liberté de la navigation internationale dans tous les espaces marins qui lui sont ouverts en vertu la Convention des Nations unies sur le droit de la mer (CNUDM). Les États-Unis  applaudissent. La Chine avertit.

On March 2, 2021, the Germans announced a future naval campaign in Asia Pacific region by dispatching there a frigate between August and November of this very year. At the end of her task, which shall consist in contributing to the checking of North Korea’s compliance with the sanctions imposed by the UN, she will, on her way back to Germany, sail through the South China Sea in order to demonstrate the German support to the freedom of international navigation over all the global Commons.

Mer de Chine du Sud – Allemagne – France – Royaume uni : Une position responsable, mais très mesurée, des « 3 Big » européens face à la Chine

La note verbale commune adressée à l’ONU le 16 septembre 2020 par l’Allemagne, la France et le Royaume uni, pour défendre l’intégrité du droit de la mer en mer de Chine du Sud, a été saluée par la presse du monde libre comme un acte de courage des trois grands européens face au refus insistant de Pékin de se conformer au dit droit dans l’espace marin concerné. Cet élan d’enthousiasme a malheureusement conduit à une interprétation partiellement erronée de l’initiative européenne.

The verbal note conveyed to the United Nations on September 2020 the 16th by Germany, France, and the United Kingdom, in order to defend the integrity of the law of the Sea in the South China Sea, has been hailed by the free world’s press as an act of courage from the part of the three European bigs in front of Peking insistent refusal to abide by that law over the concerned area. That burst of enthusiasm has unfortunately lead to a partially distorted interpretation of the European initiative.

Pacifique – Canada : Versant Pacifique

Les élections fédérales canadiennes du 21 octobre 2019 permettront de mesurer l’importance relative de l’équilibrage du Canada entre ses provinces de l’Ouest et de l’Est. Celles-ci historiquement tournées vers l’Atlantique et l’Europe assistent à l’essor des provinces du Pacifique, alimentées notamment par une importante arrivée de migrants venus d’Asie. Une implication croissante du Canada en Asie-Pacifique devrait en résulter.

Canada’s federal elections on October 21, 2019 will measure the relative importance of balancing Canada between its western and eastern provinces. These historically turned to the Atlantic and Europe are witnessing the rise of the Pacific Provinces, fueled in particular by a large influx of migrants from Asia. Canada’s growing involvement in Asia Pacific should result.

Mer de Chine du Sud – Allemagne : Les Allemands hésitent à se mouiller // South China Sea – Germany: Germans are reluctant to get wet

Même si l’Allemagne est consciente des abusives prétentions territoriales maritimes chinoises sur la quasi-totalité de la mer de Chine du Sud et de la menace potentielle que ces prétentions font peser sur la liberté de la navigation, notamment militaire, elle hésite à participer aux opérations navales internationales conduites sur zone pour faire lever une telle menace.

Even if Germany is aware of the excessive Chinese maritime territorial ambitions over almost the whole South China Sea and of the potential threats these ambitions pose on the freedom of navigation, especially military, over there, it wavers to participate to the international naval operations lead all over the area on purpose to get such a threat lifted.
