Japon : Entre amis dans l’océan Indien // Japan: Among friends in the Indian Ocean

Sans rompre avec les États-Unis ni affronter directement la Chine, l’Australie, l’Inde et le Japon vont sans doute organiser de concert une stratégie d’associations à géométrie souple avec leurs voisins dans l’océan Indien pour « occuper le terrain » face à l’entreprenante politique chinoise des Routes de la soie – laquelle englobe désormais celle du collier de perles. L’Indonésie, avec son pivot maritime en serait le partenaire le plus marquant sur la façade orientale de l’océan Indien.

Without breaking with the United States or directly confronting China, Australia, India and Japan will no doubt organize a strategy of flexible geometry partnerships with their neighbors in the Indian Ocean to “occupy the land”. Against the enterprising Chinese policy of  Silk Roads  which now includes the  pearl necklace. Indonesia, with its maritime hub, would be the most prominent partner on the eastern side of the Indian Ocean.

Inde – Indonésie : L’écharpe maritime indo-indonésienne s’étend au Pacifique

Après les zones littorales de la grande région indo-pacifique (baie du Bengale, mers d’Arabie et de Chine méridionale), avec l’Indonésie comme appui, la réflexion stratégique maritime de l’Inde commence à se porter sur le Pacifique Sud, avec la douzaine d’États-insulaires dont les Fidji et, en outre, le Chili. On observera avec une attention égale l’expansion maritime de l’Inde et de la Chine dans le Pacifique Sud en général et dans les îles du Pacifique en particulier. L’alignement de l’Inde avec l’Australie dans l’Indo-Pacifique traduit un engagement politique fort pour soutenir un cadre de sécurité coopératif dans son voisinage maritime proche et au-delà.

After the coastal areas of the greater Indo-Pacific region (Bay of Bengal, Seas of Arabia and South China), with Indonesia as support, the strategic maritime thinking of India begins to be focused on the South Pacific, with dozens of island states including Fiji and, in addition, Chile. The maritime expansion of India and China in the South Pacific in general and in the Pacific Islands in particular will receive equal attention. India’s alignment with Australia in the Indo-Pacific reflects a strong political commitment to support a cooperative security framework in its near maritime neighborhood and beyond.
