En juin 2021, Biden ranime l’initiative des « Points bleus » de son prédécesseur pour reprendre la main sur le pactole de la construction des infrastructures dans le monde, mouvement lancé par la Chine en 2013 avec les nouvelles Routes de la soie (BRI*). Le camp occidental ne peut laisser à la puissance chinoise l’exclusivité de l’exploitation de la « connectivité », magnifiée comme l’un des moteurs du développement économique universel et facteur d’influence politique. Il veut se distinguer de son « compétiteur systémique » en mettant l’accent sur le respect des normes environnementales et de l’équilibre financier des pays bénéficiaires.

In June 2021, Biden revived the “Blue Points” initiative of his predecessor to regain control of the jackpot for building infrastructure around the world, a movement launched by China in 2013 with the new Silk Roads (Belt and Road Initiative, BRI). The Western camp cannot leave to the Chinese power the exclusive right to exploit “connectivity”, magnified as one of the engines of universal economic development and a factor of political influence. It wants to distinguish itself from its “systemic competitor” by emphasizing compliance with environmental standards and the financial balance of recipient countries.
