Philippines : Elections présidentielles, les jeux sont-ils faits ? 

La campagne présidentielle a commencé tôt aux Philippines, autour des spéculations sur la candidature, constitutionnellement impossible, du président sortant. Mais après avoir joué avec les institutions pendant la durée de son mandat, Rodrigo Duterte n’est plus à une contradiction près. Il s’est finalement retiré des jeux pour laisser l’espace suffisant à sa fille et assurer une « transition en douceur ». Cette campagne très personnalisée illustre la persistance du caractère « spectacle » de la politique philippine, loin des débats et enjeux de fond. Au-delà des enjeux internes et comme ailleurs en Asie du Sud-Est, les rapprochements avec la Chine constituent un sujet de débat sensible ; cette élection pourrait avoir un impact (dé)structurant sur l’alliance sécuritaire angulaire et la puissance militaire américaine dans la région.

He finally withdrew from the games to give his daughter enough space and ensure a “smooth transition”. This highly personalized campaign illustrates the persistence of the “show” character of Philippine politics, far from the debates and issues of substance. The fake character of the postures reveals the blockages and the heaviness of the political history of the archipelago. Finally, beyond the internal stakes and as elsewhere in Southeast Asia, the rapprochement with China is a sensitive issue of debate; this election could have a (de)structuring impact on the angular security alliance and the American military projection in the region.
